Add ability to post notices on web UI

It would be helpful if our support team could post notices on the web UI to inform users of important information. These would be informational messages and Not prevent use of the UI.

Examples:

Upcoming planned maintenance

Failed to load usage data for yyyy/mm/dd for lpar xxxx. Will be loaded tonight.

Maintenance in progress, results unpredictable.

Would like to post the notice withOut restarting the Analyzer. Notice could be a banner message. Pop-up would not be desired due to many pop-up blockers set by default.

Would be nice to set the banner color to indicate warn or serious problem.

Bonus points - automate a message for any utility that is running. Utility would indicate it's own name and the system/lpar it is processing. ex. IQ import underway for SYSX at date-time. Might need all utility messages to remain in effect until the Agg utility is run. Agg would clear (end date?) automated messages for this repository. If more than 3 active messages, show a "more..." indication.

Bonus points - page to view all messages. Available to all users.

Bonus points - user could acknowledge the message so it does not reappear. Not a high priority, just nice to have. Depending on how intrusive the message is to the UI.
