Speed up process for provisioning of subsequent zOS images after have provisioned first one

When you use zODT in TAZ to provision the first zOS Image, you create for example the supplied stock zOS image, which is stored on a designated storage server.  Then you provision the first one to for example a target Linux LPAR on z, this takes some time as perhaps expected.

However when you have another user who wants to provision the same zOS image for themselves on the same Linux Z LPAR, the zOS image has to be copied again, which again takes quite a while.  Expectation was that once the first one was done, subsequent ones would be faster.

Idea is that zODT should use some method to reduce the time it takes to provision the same image for multiple users
