DBCS character set(1364) support

All EBCDIC data is interpreted as Codepage-1047 (English) and then converted back to UTF-8, which is sometimes inaccurate.

if 1364 DBCS character set is supported, then this problem can be solved.

    Test Accelerator for Z (TAZ) supports DBCS in the test case editor, recording data, and running tests.
    In the result view, only the data item names in DBCS are supported. However, if the mismatched data or the expected data includes DBCS, it cannot be displayed in DBCS format and will instead be shown in hexadecimal in the result view.


    [Korean settings]

    1.   Set file.encoding = “MS949” for JVM

    One of the followings
    (A) Invoke IDz on Windows Korean
    (B) Invoke IDz with JVM option -Dfile.encoding=MS949

    2.     Preferences Importer > COBOL > General
    Platform : z/OS
    Code Page Selection: 1364
    (Note) Only numbers, not starting with IBM-

    3.     Preferences Importer > COBOL > More COBOL options
    Compile time locale name: ko_KR
    ASCII code page: IBM-1363 ( If ko_KR is selected in the above, it’s set automatically)

    The codepage IBM-278 was reported previously in this: https://ideas.ibm.com/ideas/IDZ-I-2196

    Another customer using host code page IBM-278 has reported the same issue. So this is not limited to DBCS encoding.
