Allow TAZ to capture calls that get the current date for replay

There are programs that perform logic based on the current date. For example, transaction processing. The way to handle the transaction could vary based on when the transaction was received. When capturing the original test case, the recording captures one flow (when input file date matches current date). However, when running the playback, the dates don't match and the test case fails even though it should not. The affected COBOL statement we want to be captured and stubbed is

ACCEPT ... FROM DATE/TIME

Similarly, if TAZ is able to trap Db2 calls to get system date, it will help with playback.
