Support the use of IWS Occurrence date in the ARCTIME parameter

Output Manager supports an Archive SYSOUT Configuration Parameter called ARCTIME. The purpose of this parameter is to designate the date and time to be associated with a given instance of output. Supported options are Capture, Job and Dataset. When integration support for IWS was introduced a new time designation was introduced, the IWS Input Arrival (or occurrence) time. This time elements is determined by IWS and placed in the job SYSOUT in a specific format which ITOM currently processes and uses for output selection between IWS and ITOM ISPF displays. ARCTIME should be enhanced to support a fourth option to allow the Input Arrival time to be used for stored archives and reports.
