Configuration Manager support for shared RTE with non SMP/E datasets

Both CICAT/ICAT and PARMGEN always have supported a shared runtime environment (RTE) with non-SMP/E datasets via RTE_TYPE "SHARING", RTE_SHARE "<dataset qualifier>" and RTE_X_HILEV_SHARING "<dataset hlq>". Currently Configuration Manager does not support this type on installation, Configuration Manager only supports RTE_TYPE SMP, i.e. the RTE datasets are the SMP/E target datasets.

If there are others who can perform SMP/E installs, then there is a risk that Omegamon maintenance is installed unplanned into the SMP/E target datasets and thus made active. To prevent this scenario we always use the sharing RTE with non-SMP/E datasets PARMGEN option.

Currently this is impossible with Configuration Manager.
