Update code to allow SDA files in /kds/support/TEMS directory to be written with different permissions

By default, if the SDA process is unsuccessful, the intermediary SDA files are written with the 'Write' bit turned on in 'Other' class. As a result, we would like to request for an enhancement to the code where a parameter can be added so that custom permissions can be set. This would be beneficial for customers that require the permission bits to be something other than 666. Preferably, the 'Other' class should default to only have Read access.

For example, our site has an audit requirement where the 'Other' class should not have write permission. This enhancement would benefit our site so that we can adhere to our audit requirements. Otherwise, it requires manual intervention on our end to change the permissions.
