Ensure the REST OLDR functions provide proper audit trail to Prime Cras for any changes to a program loadset's status or composition.

Two critical and standard practices used in zTPF systems are the restriction of certain system alteration entries and functions to a CRAS terminal, and the journaling of the resulting alterations themselves to the Prime CRAS system console.  The Prime CRAS console logs are routinely used to troubleshoot problems that occur on a system and the ability to see all system level changes in it is very important.  

All legacy Online Loader (ZOLDR) functions that alter the status or composition of a program loadset currently echo (journal) their changes to the Prime CRAS console.  However, the newer REST OLDR functions do not echo responses to Prime CRAS, nor are they restricted to entry on a CRAS set.  The lack of loadset alteration messages to Prime CRAS makes it impossible to track changes in software that arise from using the REST OLDR path and is thus too potentially dangerous to implement as-is.  

The lack of CRAS security for entry generation is another deviation from the traditional online loader control structure, but manageable through controlling network access to the OLDR REST server port.  

The request is to ensure that any material changes to a loadset(s) via the REST path be reflected on the prime cras console.
