Ensure runtime metrics collection captures a rare or desired messages.

Some utilities or messages occur extremely rarely (like once every 5 or 60 minutes).  If RTMC is sampling 300 ECBs/sec of a 10k/sec workload, it is highly unlikely that utility/message of interest will be captured in the normal course of NVP collection in a reasonable time frame.  It is desirable to have RTMC have some means of selecting a message by NVP, program name, etc to ensure it will be collected for analysis.  

This facility would also be useful for scenarios when a customer wants to use RTMC to understand resource usage when testing a particular utility/message.  Or when attempting to diagnose an issue in production or pre-prod environments.  Or to monitor the usage of a particular utility/message over time to see if issues are creeping up over time.
