snapc and wtopc baseless

Customer is asking that both the snapc and wtopc macro be made baseless to support application that are being written with baseless in mind.
Here's an example of an application error.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - z Systems Software
    Product - z/TPF

    For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - z/TPF

    This can be accomplished by using the LARL instruction and then pass the address via a register. No product changes are planned.
