(TPFUG/Visa) > 2042 TOD support - address most likely IBM dependencies in customer code

The STCK/STCKF 8 byte format TOD will wrap in 2042. To help customers remediate issues in their code as early as possible and to avoid customers writing additional code that subsequently needs remediation, we would like IBM to provide > 2042 support for the following:

1) CE2TIME - please provide a STCKE equivalent

2) CE1DSTMP - please provide a STCKE equivalent

3) Assembler utilty program CQAJ which converts the current or passed 8 byte format TOD to a printable time/date. Customer dependencies are based on passing in a TOD to be converted to printable.

- potential solutions include but are not limited to CQAJ treating the passed 8 byte TOD as a "bracketed" TOD (if bit 0 = 0 then the TOD has wrapped and should be treated as a STCKE format with an epoch byte value of 1), support for a STCKE format TOD being passed in, and replacement by a CALLC'able function that accepted a STCKE format TOD.

4) PFXDSTMP - please provide a STCKE equivalent
