Update ZDHST with NVP and ECB Owner Data

As we continue to increase our use of Name-Value Pairs(NVPs) for troubleshooting and for Realtime Runtime Metrics Collection (RTMC), the NVP area has become crucial to rapidly troubleshoot and resolve test and production issues.

Most of our dumps are NODUMP'd within our TPF systems, so the data is not available to look at via the dumps.  To diagnose whether dumps are affecting one or more communication paths, users, or locations, we'd like to have the capabilities to analyze NVPs within the dump messages.

However, this is challenging because ZDHST does not include NVP or ECB Owner Data. We would like to see both of these added to ZDHST DISPLAY. Additional filter options (OWNER, NVP, NOOWNER, NONVP) would be beneficial as well.

    Runtime metrics collection (RTMC) has the following idea opened to provide a means of viewing the dump history in RTMC:
    https://ibm-z-software-portal.ideas.ibm.com/ideas/TPF-I-1006.
    We propose that at the time that dump history data in RTMC idea is implemented, that we also include the NVP and OWNER name data with the RTMC results instead of in ZDHST. This would provide you long term history for dumps with NVP and OWNER names as well as being easily searchable. Is this alternative satisfactory?
