Have the ability to display the ZSTIM table without resetting the TIMTUD flag.

During a recent change which involved the cancellation of an item in the ZSTIM table (from the PRC console)  the 'wrong' item was removed. This occurred because a colleague made a ZSTIM D entry from another terminal while monitoring the progress of the change. This had the effect of hiding the change in index for a message from the Operator between them making a ZSTIM D entry and the subsequent ZSTIM CANCEL entry.

Operationally, we have now restricted ZSTIM D to be PRC only.

A flavor of ZSTIM entry which allowed display of the ZSTIM table without unsetting the TIMTUD flag would allow any user to monitor the table without interfering with the mechanism that is intended to prevent cancellation of the 'wrong' ZSTIM entry.
