Update ZOVFS mkusr command with longer/complexer user-id/password and default directory

With the current ZOVFS mkusr command we can add users with an 8 character alphanumeric user-id and password.

A longer user-id (e.g. up to 25 characters) which can also contain special characters gives more flexibility for adding users, e.g. using an email address as user-id.

A longer password (up to 20 characters) which can also contain special characters gives stronger passwords which are harder to hack. Stronger passwords are required by our security policy.

The possibility to specify a default directory for a user helps when users are connected through (secured) FTP and they can be directed to e.g. their home directory. At the moment we have to manipulate the /etc/passwd file manually to add the default directory for the user.
