TPFUG Requirement: Enchancement to ZSRVC: Manage REST services statistics to provide additional information

Increase visibility for troubleshooting issues and configuring REST Services for zTPF developers and operations support.   Update ZSRVC STATS display at a high level to provide how many times each operation is being called, payload sizes, and response times by adding two additional metrics to the display:

  1. A total count of requests by each Operation ID
  2. A total count of successful responses by each Operation ID (any 2xx response by the application)
  3. Average and Maximum (if possible p97 or p99, 99th percentile, statistic as well) latency by service
  4. Average and Maximum request and response sizes by service
