Provide a LODIC macro expansion for CP code without an ECB to issue a LODIC CHECK

The CP can and does issue a LODIC type request using a CLNKC to
CICSLODI. This API is awkward and not really documented specifically other than in the commentary around the CICSLODI code in cics.cpy itself. The CICSLODI commentary indicates an ECB is needed. It would be very useful for the CP to be able to issue a LODIC CHECK call (and associated parms) for a LODIC priority class. Furthermore, this type of CHECK call from the CP should not require an ECB to be present.

A new documented LODIC macro expansion for CP code
(only CHECK and associated parms allowed) should be provided that call be called when no ECB is present.
