Eliminate unnecessary resource usage by CDC on VPARs test systems

TPF Control Program creates an ECB every second to check the Continuous Data Collection status in the ICDCCNTL global record.
Even if CDC is disabled the global record is updated with a timestamp so must be keypointed every second, also the localtime() call generates two C-O-W exceptions in CISO.
So for every VPARs the CDC check requires 1 ECB creation, 9 FILECs, 9 TOURCs (RTX logging) and 2 C-O-Ws every second.
Typically we have 50 VPARs machines active so the total rate becomes 450 FILEC/sec and 100 C-O-W/sec.
We eliminated this overhead by deleting the CDC global record on our test systems but would prefer a cleaner method that allows the CP to check the status and avoid the CDCP ECB creation (SYSTC bit?).

    IBM does not intend to do this in the foreseeable future. The recommendation is to do a ZGLBL GLOBAL DELETE on the ICDCCNTL format-2 global.
