CC3 option for catastrophic after x mods down

Abstract: Establish a SIPGEN option to take CPU down (cycle 1052 state and/or catastrophic) if "X" Mods are lost in "Y" timeframe.
Description: This is a small change to CC3 processing.

Human Error protection – If TOO many DASD Mods are lost – (AMOD UP) restoring the Mods to online state could take much too long. This option allows the user to set an alternative protection.
Critical Success Factors: SIPGEN OPTION: THE CUSTOMER SELECTS option "X" and "Y"
Solution Considerations: DASD IO is only affected.

    The existing user exit UYEN lets you add your own logic to unplanned module down and take action as you deem necessary. For example, you can add code to UYEN so that if more than 100 real time modules are offline when it is called, you can call a SERRC catastrophic to pre-emptively take down the processor. The code for the user exit can be found in base/rt/uyen.asm.

    AMEX has 800 DASD on one PCU in Real Time PROD and 4 times that number in Test & VPARS environment...
    It would take one person days to recover from a PCU failure. .
