Prime / Dupe Comparison is needed

One of the last steps in the ODBR procedure is for ODBR to do a prime / dupe comparison of old and new locations. Presumably, the purpose being to ensure integrity of the ODBR data movement and shadow copy process.
This assumes there were no discrepancies in the current prime / dupe
previous to starting ODBR. There should be a prime / dupe comparison tool to ensure there are no discrepancies before ever having started ODBR. What value is the ODBR validation without having knowledge of what discrepancies existed prior to running ODBR?
