Allow HLASM to run on an x86 Linux server

Currently the HLASM build only works on a Linux system running on a zSeries mainframe, this restriction means we must purchase an IFL and mainframe storage to run just one Linux server, the TPF Toolkit guest.
This IFL runs on the same hardware as our TPF production system so complicates disaster recovery procedures and adds to our mainframe licensing costs.
This RFE is to request that the HLASM rpm should include all the configuration files needed to correctly Assemble a TPF program on a x86 Linux server platform.

    This is counter to IBM's future directions - offline utilities will not be put on an X86 Linux server.
