Allow for lower retransmit timer values for zTPF sockets

We are experiencing issues with subsequent retransmissions on dropped packets when fast retransmission
is not used and if the packet still does not get delivered on the first retransmission a subsequent retransmission takes 7 seconds
to kick off which is too long and causing timeouts in our application. It would be nice to have more reasonable RTO's milisecond
retransmit timers rather the second based ones that are currently architected.
