ZSVTT entry will not validate spares for fixed records

We can only validate fixed records and pool records but NOT spare records.

Sabre doesn't use the alternate FCTB loader so I'm concerned that we have to IPL the system (downtime if it's a single processor) to load
a second FCTB just to validate the Online DASD Format and IPL again to load the IFORMAT FCTB if the format is incorrect.

It would be better if we could format and validate with the same FCTB.

    Based on resources and priorities, IBM does not intend to implement this in the foreseeable future.
    The recommendation is to use the alternate FCTB loader with the following procedure so there is no need for an IPL:

    (1) Load a FCTB with new areas that will be used defined as IFORMAT.
    (2) Format the areas.
    (3) Load a FCTB with the areas now defined as either fixed or pools depending on how the record will be used.
    (4) Run ZSVTT to validate the format.
    (5) If the records are fixed, the records can now be initialized and used.
    (6) If the records are pools, run a Norm state pool reallocation.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - z Systems Software
    Product - z/TPF

    For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - z/TPF
