MQ Trace needs some improvements for better Customer support

During an issue where we needed to provide IBM with MQ traces we had a difficult time getting these.

Having to take the RTA and mount on a linux system doesn't work for us,
so we had to copy the VTS RTA tape to a VTAPE volume and to use on
Linux instead. Time wasted figuring this out and doing this 2 hours.

Here are our suggested improvements to the MQ trace facility:

1. Add a FILE- option to write the trace output to a posix file in the
file system.
Reasons:
a) Number of trace entries with CONSOLE-YES option flooded the console
so a looping WTOPC trap we have kicked in and we did not get the trace
output on the console.
b) Getting the trace data off of the RTA was a long drawn out process
and this way we can ftp the file and also view it with zfile
cat/head/tail/etc.

2. Add an option for the offline linux "mqtrace" program (cmqmpp.c) to
read from a posix file that can be ftped from a zTPF system to Linux to
run "mqtrace".

3. Figure out a way for CONSOLE-ON to avoid streaming messages to the
PRC. This may be a bit harder to address and this is why the FILE-
option is attractive.

    IBM does not intend to implement a FILE option for MQ Trace in the foreseeable future.
    Many enhancements were made to MQ Trace with PJ44252 on z/TPF PUT14 which should help with the MQ Trace output. These include adding user parameter filters, micro-second support and allowing a tape name for output as an alternative to the RTL.
