Provide UTF-EBCDIC conversion routines in addition to UTF-EBCDIC support in the SOAP, XML and JSON B2B Parser.

Provide UTF-EBCDIC support in zTPF. Currently, zTPF supports UTF-8 and IBM-1047. In order to use the B2B Parser, the user must convert the message to IBM-1047. When going thru this conversion, numerous characters are not represented in IBM-1047 but are used in UTF-8 XML/JSON messages. Therefore it is up to the user to decide how to convert these characters.

UTF-EBCDIC represents a majority of the UTF-8 character set which will help the user retain the original character representation.
