Simplify tape handling and add equates to tpftape.h

Enhance ZTDEV and update tpftape.h
1. Allow for a range of devices when using the ZTDEV ENA, DISA, [Deleted], and UNA options.

Example:
ZTDEV ENA 340-F B40-F

2. Allow for a range of devices when using the ZTPLF FILL and UNLOAD options.

3. We also need the EBT tags that are in TAPEQ header added to the coresponding TPFTAPE header

In addition, the tpftape.h header file needs to be updated with this information also. It currently only section 1 and section 2. It needs to include section 3 also. CPMTTU is also not in the tpftape.h file.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    Allowing for a range of devices (items 1 and 2) should be implemented with automation. IBM does not intend to make changes to these commands to allow for a range of devices.

    The tpftape.h header file was updated to include section 3 and CPMTTU with PJ31934 on z/TPF PUT08.

    Adding the EBT tags that are in TAPEQ header to the corresponding TPFTAPE header still needs to be done by IBM.
