Reduce CPU overhead from format-2 global keypointing

The ZMOWN performance collector shows 92% of CPU cycles on an idle VPARs are consumed by CGL9 to perform format-2 global keypointing every second.
The source of this overhead is an EVNTC/POSTC/DLAYC loop used by the parent CGL9 ECB to wait for its only child ECB to finish the actual FILEC process.
This overhead is amplified because we have 50 VPARs logged on every day, to minimize the impact of this process we increased the keypoint timer to 30 seconds but would prefer that CGL9 is changed to employ a less CPU intensive method of waiting so we can configure our test systems to keypoint with the same interval as our production system.
