Support FAST receiver channels (avoid MQ bridge)

The current z/TPF receiver channel support for FAST channels forces all non-persistent messages into the MQ ROUTC Bridge code. We are requesting a change to make the FAST channel option on z/TPF the same as on other platforms in that it will place the messages from a FAST receiver channel on a local queue. The current MQ ROUTC Bridge interface should change to have a separate z/TPF only option on the channel to route non-persistent messages thru MQ bridge. We have seen good throughput increases using FAST sender channels. We would like to take advantage of the potential throughput increases using fast receiver channels.

The above request would allow the following option on z/TPF MQ receiver channels.

MQBRIDGE(YES, NO, NONPERSISTENT, PERSISTENT).
