Add support to the ZPUBK REQCERT command for SHA-2 certificates. Include as part of upgraded version of OpenSSL in PUT13

For certificate requests, the ZPUBK REQCERT command contains support for the SHA1 and MD5 digest algorithms, but we will need to add support for the SHA-256 hash algorithm to enable certificates created on z/TPF to be signed with the SHA-256 hash algorithm.
