Additional diagnostic info to determine path/version of tpftools and linux bin being used (for example offldr inside loadtpf)

PJ43352 delivered a new version of offldr so when staging code that was to load with this new version we set up our paths such that we would pick up the new version.

We ran into a problem where some users were executing the new version of offldr and others were using the back-level "current production" version of offldr due to permissions not being set to 'execute' consistently on the file.

We are requesting additional diagnostic information is added to loadtpf and offldr that explains which version is executing. We would have saved troubleshooting time and it will make the process easier to verify in the future.

During our own troubleshooting we added 'offldr --Version' in loadtpf immediately before the offldr execution.
