Provide a new user exit to fully support overriding IBM dump content

User exit DOT allows users to add or remove SMDT items from dumps but:
1) it cannot be used to change the content of IBM dumps that are SYSDUMP=NO (e.g. opr-4)
2) overrides to content set in DOT are not always displayed by ZIDOT DISPLAY STORAGE. This is very confusing for ops/coverage/systems support staff.

To avoid having to carry local mods to cidp, we need a new user exit that will address both limitations for permanently modifying IBM dump content in source code.

User dumps can be fully managed in cudp.cpy which is already provided for the purpose so we only see the need to provide more complete support for IBM dumps.
