Better performing C function for reading TPF globals FMT-1

TPF globals were designed for speed , a format-1 global acess from an assembler program takes just one instruction to load the correct base from either CE1GLA or CE1GLY.
Accessing the same global from a C program requires a C function call: glob(__u1day) which links to cglob.c in CTAL, with a further call to an assembler function cgloba.asm, together adding several 100s of instructions to the path length.
If IBM could provide a C header file mapping the format-1 global areas then C programs could read globals using a much simpler inline api based on the global pointers kept in the ECB and the new global defintions header.

    This is available with PJ45014 on z/TPF PUT14.

    This enhancement is for reading of format-1 global fields,
    updating fields or displaying records is not needed as the
    current api perfomance is acceptable for those tasks.
