ZILGF BACKUP needs a CLEAR option to delete old keypoint versions

A LGF IPL gives the option to save loaded keypoints with the ZILGF BACKUP command, but Keypoints not included in the LGF load retain their older versions in the LGF backup area and this can cause problems when restoring them with:
zimag keypt restore kpt all cpu all lgf.
Therefore a new CLEAR option is requested on the ZILGF BACKUP to clear all old keypoint versions before adding the latest backup keypoints, so a subsequent restore with ALL option will only restore keypoints saved by the last backup command.

    The documentation for ZILGF BACKUP has been updated to make it clear that previous copies of keypoints that were not loaded to the working keypoint area are not removed. The documentation for ZIMAG KEYPT KPT ALL has been updated with additional information about ensuring that the keypoint staging or backup area does not contain undesired keypoints from an earlier load.

    IBM does not intend to make any code changes for this requirement in the foreseeable future. This can be managed procedurally by selectively restoring keypoints or by clearing out the LGF backup area prior to doing a LGF IPL.
