Enhance /etc/iprules to also firewall outbound connections

etc/iprules firewall can restrict inbound 'FROM' connections if

desired but there is no restriction on outbound 'TO' connections.

It would help us in implementing new systems to be able to also

restrict outbound connections and in effect have an access list in

etc/iprules for Dress rehersals before going live. This means

adding a 'TO'parameter to iprules and hooking in to the TCP

outbound session start code. We would like this for TPF4.1 also.

    IBM does not intend to implement this in the foreseeable future.
