DevOps - Support REST requests to automate deployment of TPF changes

PJ43978 provided support for zTPF load management as an UrbanCode Deploy plug-in.

A CI/CD solution for zTPF is needed that is agnostic to the enterprise solution the customer choses to use to manage code integration/deployment. REST enabling loadset deployment (load/activate), commit (accept) and rollback (deactivate/delete) of code and files would lend itself to integration into multiple products and provide much greater flexibility. Extensions to basic OLD support that would also be of interest include
- executing functional entries (e.g. ZAPAT, ZRTDM MOD, etc etc) and scripts, either as stand-alone entries/scripts, or as a scripted part of an install that invoved loadset management
- online face table load management.

REST enabling TLDR install management would be more challenging but at least some part of TLD installs could be managed, for example ZIMAGs to create the image into which a TLD is then loaded + the ZTPLD entry to load the TLD and possibly ZRIPL BSS.TPFxx

    The support for REST services for the E-type loader is now available with z/TPF APAR PJ46043. If support to REST enable additional functional entries such as ZAPAT, ZRTDM, online FCTB load and TLDR is still required, please open new RFEs for each of these. Providing information on the priority of each of these would be very helpful. Thank you.
