ZDBUG CLEAR IP- is not specific enough

Currently some customers users and remote contractors use CITRIX to access the toolkit debugger.

Each of these users is given their own private port number to use as all CITRIX users have the same IP address.

Therefore it is not currently possible to CLEAR out a specific CITRIX user with the ZDBUG CLEAR IP-xx.xx.xx.xx entry.

We need a way to only clear one specific debugger item if it has multiple entries with the same IP address.

Here is a display on one of our test systems today.

14:24:36 VPRTS923 *8 172.31.19.154:8363 Debug 992729 Nonact PROGRAM ELBO

So when the operator did a clear on 172.31.19.254, it cleared two of the entries which belonged to two separate users.
