Need for High water mark alarm for OSABUFFER utlization

Issuing an alarm when hitting high water mark for OSABUFFERS before getting to buffer full condition will give users time to take action instead for waiting for 'TTCP0323W 05.45.13 ALL READ BUFFERS FULL ' and associated CTL-5A dump.

    The only choices for the number of OSA read buffers are 16, 32, and 64. At the max (64), it requires only 4MB of storage per OSA connection. There are not many OSA connection on a given z/TPF system, and this storage is above the 2GB bar, so rather than try and figure out whether you have enough buffers defined, IBM recommends you set the value to the max (64).
