Enable zTPF to run without tapes

Allow TPF to run if no tape drives are available. If no tape drives are operational all the operator has to do is enter a command to disable tape operations which forces tpf to purge all tape queues and throw away all tape writes but allow the system to keep operating without any system disruption. Dumps, Realtime, and General tape writes will simply get thrown away. If TPF crashes with tapes disabled TPF continues up to 1052 state without tapes working.

In order to bring tape processing back online, the operator has to enter a command enabling tape operations and ZRIPL or hard-IPL.

For user application programs that issue tape commands (TOPNC, TWRTC, TPRDC etc) and get a return condition back, the return condition should be negative, with the exception of TOURC and TOUTC (there is no return code for those).

    Based on priorities and resources, IBM does not expect to implement this in the foreseeable future.
