Add &SCOMPLEX to syset to support conditional assembly based on complex

Customers may support multiple TPF complexes that each use the same CPU ids. Different complexes may have different requirements for e.g. DBDEFs. We need a way to support conditional assembly based on the complex name. The CONFIG sip macro takes a COMPLEX parameter that is used to set up global variable &SCOMPLEX. &SCOMPLEX is used to set the complex name in CTKI (ic0comp). &SCOMPLEX is only available to the sip process. If it was made available in SYSET then it could be used by any process that needed to create conditional code depending on the TPF complex name.
