API to set format-2 global keypointing indicator after tpf_glOpen with TPF_GLRDFST option

The current method of updating format-2 globals uses a CORHC to serialize updates, this is issued by the tpf_glOpen call when option TPF_GLRDWR is used and released by the tpf_glClose call.
This CORHC window represents a sizable bottleneck requiring other updating ECBs to queue and can result in low ECB resource availability.

The application should be allowed to employ the Compare and Swap method of updating a global field which simply requires the core address from tpf_glOpen using the fast option TPF_GLRDFST. However this method prohibits the use of the tpf_glClose so the application cannot set the core indicator required to request time initiated keypointing, by CGL9, for the global just updated using CS.

This RFE requests an API to allow the application to set that keypoint indicator regardless of which option was used on the tpf_glOpen .
