Eliminate need for an IPL after a ZKEYS RESTORE

Allow a zkeys restore command to take affect without requiring an IPL.

    IBM does not intend to implement this in the foreseeable future.
    If a keystore is corrupted, application traffic accessing that encrypted data is going to fail. The intention of a restore is to ensure a recovery mechanism exists. The intention is not necessarily to recover from corruption on the fly which would be a major effort since it is not easy to know if processing is already accessing and referencing the keystore memory. Since an outage is already likely occurring due to the corruption, having a requirement to IPL after the restore does not seem to be much of an issue.
