glibc updates need to made to allow -march=z10 or z196 to utilze built-in mem fucntions

Prior to PJ43654, memcpy calls were optimized away to use built-ins. IBM have not provided glibc updates that allow use of built-ins for -march=z10 or z196. Consequently, when PJ43654 is applied which changes the GCC 4.6 -march= default to z10, libary versions are called instead when runtime sizes are used. The library version calls incurs linkage overhead which can be significant for existing code packages. PJ43654 can result in unexpected performance degredation. Users should be able to take advantage of later instructions sets but cannot do so currently due to a corresponding lack of built-in support.
