Delivered in part. z/TPF APAR PJ45191 is now available to provide DFDL serializer API for JSON, which addresses the JSON to binary requirement. IBM does not intend to implement the XML to binary aspect in the foreseeable future.
z/TPF APAR PJ44894 provides the binary to JSON aspect.
