Allow CTAL functions to be excluded from C function trace via a user config file

Often C function trace is populated with trivial CTAL function calls that record the fact an application has read a global field, issued a levtest or CINFC call. Some applications call these functions very frequently so often +30% of C function trace is occupied by this information which means less room to fit other more valuable events in the C function trace log.
Most CTAL functions are written in assembler so it is an easy task to exclude such functions by specifying the TRACE=NO option on the PRLGC macro.
However this requires updating IBM vanila code, this RFE request is for a configuration file that contains all CTAL TRACE= default option rather than hardcoded in the function source. The user could then set their desired options for each CTAL function by updating a single configuration macro prior to assembing the function..

    IBM does not intend to implement this request. We believe tracing the CTAL functions provides valuable information.
