Unable to change pool Ratio Dispensing without system cycle

We now have the ability to do online pool generation and have recently completed one to increase 4DP pool. The problem we run into is that the pool generation process changes the ratio dispensing to 99 for all device types. This means that pool is dispensed from all device types equally. We wish to adjust the ratios because the newly added pool on DEVC is significantly less than the other device types and without adjustment, we will deplete the new DEVC pool. Unfortunately, changing the Ratios via ZGFSP RTO requires a cycle of pool. We would like the ability to dynamically change the ratio dispensing values on the fly without cycle.
