Recoverable system heap storage

Need to manage caches like we manage format 2 globals with them coming online at cycle up rather than at the point of first use and being more-or-less ready to go by being pre-populated with saved (e.g. keypointed) data. This is a cache so doesn't have to be up to the second accurate just anytime in the last N seconds which would be configured by user. Just capturing the cache to disk once every few minutes will provide most of the benefit immediately on reaching norm state. Currently estimate that if keypoint at 20% of the lifetime of the data e.g. every 1 hour if TTL is 5 hours. It would capture about 80% of the benefit. Alternatively if at a minimum we could survive an IPL like VFA.
