(TPFUG/Visa) VFAFILL=NO support for TPFDF

PJ46019 provided support for VFAFILL=NO. This allowed read intensive utilities to read VFA candidate records from disk without also putting them in VFA. For read intensive utilities that are only going to read the records once, this avoided displacing large numbers of records from VFA and distorting VFA performance. However this support is only available to applications that interact with traditional TPF databases, not TPFDF databases.
We'd like this option to be available to TPFDF databases as well.

    The direction is to provide a new ECB attribute to set the VFAFILL=NO option for all FIND's done by the current ECB.
