zREST zSwagger zDFDL Processing needs an option to process in 64 bit Heap rather than the default 31 bit heap

1. When zREST zSwagger zDFDL sorts unsorted JSON Properties into sorted order it needs an option to process using 64 bit Heap rather than the default 31 bit heap.
a. 31 bit Heap is a more "scarce resource"
b. The zREST Descriptor configuration file's default is currently sort order= ordered.
2. When a zREST Request comes in in as unordered, but the zSwagger indicate "ordered" zREST returns an HTTP 406 Error
a. Service found but does not agree with the Swagger
3. Possible remedy options from 2019-01-10 call with the z/TPF Lab
a. When processing unordered to ordered always use 64 bit Heap
b. If message is over "N" KBytes then automatically use 61bit Heap
c. Service Name based Configuration that specifies what heap to use
