Optimize zREST URL Mapping Table Look up during zREST Processing

1. Optimize z/REST URL Mapping Table Look up during zREST inbound request message processing.
2. Usage of new zREST services is growing quickly along with support of multiple backward compatible versions of the same. Each version has a separate URL with a version identifier in the URL creating many URL entries in the URL Mapping Table.
3. It is currently understood that the search of the URL Mapping Table is sequential. As the number of zREST Services grows along with associated versions and a high volumes of Transactions Per Second (TPS), it is expected that the MIP count will grow considerably.
4. The URL Mapping Table Look up needs to be optimized to frugally use MIPs
5. Additionally, it would be helpful to Create, Read, Update, Delete (CRUD) Manage entries in the Table with z/TPF Commands
