(TPFUG/Visa) New user exit to avoid SNAP CPSI ECB generation

SNAPC processing CXFRC's a new ECB to CPSI even if the SNAP is being suppressed (ZASER S NODUPL or ZIDOT SUPPRESS etc). A check is done to ensure at least 6% ECBs/frames are available so this processing should not cause an outage, but it can result in ILS e.g. in the event of streaming SNAPCs due to a code bug introduced into a mainline processing path.

In recent years we've tried to encourage use of SNAP over SERRC where possible, but the streaming SNAPC scenario could mean we'd be better off streaming NODUMP'd SERRCs, especially if MAXCPSE was setup.

We'd like a new user exit in SNAPC processing after checks for ZIDOT and duplicate SNAPCs, so that we can avoid the CXFRC to CPSI if resources are "too low" (e.g. via LODIC check or ILS check).
