Enhance zOLDR Enhancement to avoid zOLDR reload of Swaggers and zDFDL after loading zEV and zREST APARs

1. After loading of certain APARS associated with z/TPF Eventing Facility (zEV) and z/TPF REST API (zREST) processing it is required that Swaggers and zDFDL be reloaded using the ZOLDR.
2. Enhance zOLDR Enhancement to avoid zOLDR reload of Swaggers and zDFDL
3. After Installing the APAR that ignores new fields in DFDL it required that all of the Swaggers had to be reloaded
4. It is a Change Control nightmare coordinating all of the production users to reload and test
5. 2019-01-10 z/TPF Lab Call: Lab thinks this is an issue - Load Process needs an auto rebuild and reload with the APAR

    In the future, IBM will make every effort to support coexistence with existing swaggers and DFDL when making changes and providing new function in the z/TPF eventing and REST areas. Supporting coexistence will eliminate the need to reload swaggers and DFDL.
    Based on resources and priorities, IBM does not intend to implement this in the foreseeable future.
